This is a vintage Nagoya obi
with fluffy chin playing 'temari' (ball for girls) pattern, which is finely embroidered in black 'Shusu'(satin) fabric.
Textile is glossy 'Shusu'(satin) silk.
Maegara is only on one side.
When you start wrapping the obi from your left tummy to right(Rotate obi clockwise), Maegara will show.
Base fabric and embroidery are discolored.
Fray is more like embroidery coming shifted. (first photo below the drawing image)
It has some other flaws as shown on photos.

Due to its old age, it has some flaws, but it is a very charming vintage Nagoya Obi.
