This is a Fukuro obi
with dainty 'kiku'(chrysanthemum) and 'kikyou'(balloon flower) on 'yukiwa'(snow crystal) pattern, which are woven on the fantastic foil background.
Textile is light silk and has soft touch.
Patinas of white pattern parts of otaiko are prominent, but they can be hidden, if you tie well. (the 3rd flaw photo)
There are other flaws such as fray of both end's corners and rather prominent folding lines.

Also, it has 2 small snags on 'kiri'(paulownia) part (bottom otaiko), although the flaw is not indicated on the figure.
It has a sense of use and has aged feeling, but it's still wearable enough with very good condition if you are familiar with secondhand items.
