This is a distinctive Nagoya obi
with ancient Chinese people design, which is dyed with batik technique.
Textile is chirimen (crepe) silk, and it has soft and slightly textured touch.
Very thin stiff lining is attached inside.
Though the figure says those are smudges, dyestuff-like stains can be seen around the 'otaiko'(square bow).
It also has slight stain(A) on the side of maegara (front patterned part) as well.
There are some other flaws such as smudges and discoloration.

It's still tie-able enough with very good condition if you don't mind those small flaws.
