This is a radiant fukuro obi with Ryōan-ji scenery pattern woven with shiny metallic coated threads.
Textile is silk, and it's soft.

It's unfinished with both the ends left open and no stiff lining inside.
However, it's tied and prominent folding lines are left.
Still this piece is in very good condition with no other flaw.
