This is a unique vintage maru obi for summer use.
It has a dramatic woven pattern of small boats going on a rough ocean.
Textile seems to be ro (summer sheer fabric) of silk and jinken(rayon) , and it has soft touch.

Discoloration is spread allover with age.
It's not especially outstanding in the background in a similar tone.
However, still it seems more suitable for handicraft or display.
