This is a vintage juban(undergarment) with charming fan with flowers pattern, which is dyed colorfully in the vivid red background.
Textile is silk with damask effect(rinzu), and has soft and smooth touch.
It has some flaws as photos and figure show, but as a whole it is in very good condition.
