This is a
fukuro obi with colorful royal cart pattern, which is woven.
The beige background is covered with kiku (chrysanthemum) or 'tachibana' (Japanese green citrus) motifs of gold coated threads.
Textile is silk, and it's soft.
It is well worn with a prominent folding line left.
Patinas and smudges are spread allover.
There are a trace of a peeled-off seal on the backside of the tesaki end (see photo C).

It seems not wearable but could be useful for your kitsuke practice or handicraft.
