This is a contemporary Saganishiki fukuro obi - festival cart, pheasant and flowers are woven colorfully in the scroll pattern.
Textile is silk and has soft touch.
It has some flaws as photos show, but they are slight or small and not disturbing. As a whole it is in very good condition and can be worn formally.
