This blue haori is from around Taisho period(1912-1925). It has tasteful hollyhock motif, which is elaborately embroidered.
Sleeves are gracefully long, which is the feature of kimono from pre WWII.
Textile is exquisite silk, and has very soft touch.
It has some flaws as photos show, but as a whole it is in very good condition.
